General Description

Pasco County is looking to build on a solid foundation of sound financial stewardship through innovative strategies, continuous process improvement, and a focus on performance excellence. We are looking for the next generation of leaders who believe that business as usual is just not good enough.

Under the guidance of the Assistant County Administrator (Internal Services), the Budget Director provides highly responsible supervisory budgeting and accounting work in coordinating and administering the County's Operating and capital improvement budget.

Essential Job Functions

Responsible for the formulation and administration of all aspects of the annual operating budget and annual multi-year capital budgets. Coordinates the preparation of the annual budget document for the County. Meets with department directors and the County Administrator to decide budget policy. Coordinates and leads budget workshops with the Board of County Commissioners. Supervises analysis of budgets of the constitutional officers when so directed by the Board of County Commissioners. Insures compliance with all state statutes and rules concerning the adoption of the budget. Supervises managerial and professional employees involved in budget analysis and control. Researches and prepares special management reports. Monitors controls to promote budget accountability. Makes recommendations for improvements to budget process. Responsible for the County Grant Program and the Schedule of Expenditures of Federal Awards (SEFA). Reviews agenda items for compatibility with financial and budget policy. Lead responsibility on the issuance of all bond issue financing. Coordinate activities with the Accounting/Fiscal Services Director. Assists County personnel in evaluation of programs under their authority to control operating costs and/or increase efficiency in a manner consistent with the level of service to be provided per the policy direction of the Board. Evaluates programs, goals, and performance. Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of accounting principles and practices related to budgeting.
  • Knowledge of local governmental operations and practices.
  • Knowledge of Florida Statutes as related to the budget adoption process.
  • Knowledge of operating and capital expense budgets.
  • Knowledge of Florida Statutes as they relate to the operation of County government.
  • Knowledge of Federal, State and private grants.
  • Knowledge of the practices utilized in governmental budgeting and cost reduction.
  • Ability to formulate, implement, and maintain a large County budget.
  • Ability to supervise a professional and technical staff.
  • Knowledge of the principles of the Governor's Sterling Award process, Baldrige or other high performance organizational theories/systems.
  • Ability to direct and carry out complex oral and written instructions.
  • Possession of excellent customer service, leadership, and communication skills.
  • Ability to establish and maintain effective working relationships with the County Commissioners, County employees, business partners, other governmental agencies, and the public, often in stressful situations.
  • Ability to set a vision for the future.
  • Ability to build a strong leadership team that is capable of implementing the vision and goals of the County.
  • Ability analyze and solve administrative problems.
  • Ability to prepare and analyze operating procedures and administrative reports.
  • Ability to represent the County in public speaking events.
  • Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership, and communication skills.
  • Ability to maintain an enthusiastic, self-reliant and self-starting approach to meet job responsibilities and accountability.
  • Ability to anticipate work to be done and initiates proper and acceptable direction for completion of work with a minimum of supervision and instruction.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in Accounting, Finance, Public or Business Administration or related field. Ten (10) years' of progressively responsible administrative and management experience in a budgeting or accounting position. Experience in development and administration of operating or capital expense budgets. Experience in the local government sector preferred. Experience with bond management preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. One or more of the following certifications is preferred: Florida Sterling Examiner, Baldrige Examiner, or Kaizen.
